When a man mows down pedestrians with his car in Melbourne’s Mall, the police insist it has nothing to do with terrorism and the government assiduously avoids ever using the word.

When a man mows down pedestrians with his car on London’s Westminster Bridge, the police and the British PM immediately describe the events as a “sick and depraved terrorist attack” which was “inspired by international terrorism”.

Can anyone explain the difference?
