REAL CHANGE SA

South Australia is in the grip of a housing crisis. Home ownership — once a basic aspiration for working Australians — is now out of reach for many, especially first home buyers. Property prices have soared, supply has stagnated, and government action has been too slow, too timid, or too focused on profits for developers instead of homes for people.

The result? A generation locked out of the market. Young families forced to rent indefinitely. Essential workers priced out of their own communities.

Housing is not a luxury. It is a right. Our policy is built on the belief that every South Australian should have access to a secure, affordable home — whether as an owner or tenant. We will deliver bold, immediate reform to make housing affordable again, particularly for first home buyers.

1. First Home Buyer Support Package

  • $30,000 First Home Buyer Grant for new builds or purchases under $600,000.
  • Government-backed deposit loans to reduce the burden of saving a 20% deposit.
  • Stamp duty abolished for first home buyers on properties under $650,000.

2. Affordable Housing Construction Fund

  • Create a state-owned housing construction agency tasked with building thousands of affordable homes.
  • Prioritise medium-density, sustainable housing close to transport, jobs, and schools.
  • Require that 30% of all major developments include affordable housing stock.

3. Land Release and Planning Reform

  • Fast-track release of government land for affordable housing.
  • Reform planning laws to cut red tape that delays construction.
  • Ban “land banking” — where developers sit on vacant land to drive up prices.

4. Stronger Rental Protections

  • Introduce rent caps tied to wage growth.
  • Ban no-grounds evictions.
  • Establish a public rent register to track pricing trends and stop rent gouging.

5. Crackdown on Speculation

  • Introduce a vacant property tax on homes left empty for more than 6 months. 1
  • Ban foreign buyers from purchasing existing residential properties unless they are residing in Australia.

6. Restore the SA Housing Trust

  • Revive the SA Housing Trust model to deliver publicly owned, long-term rental properties at below-market rates.
  • End the sell-off of public housing stock.

We will stop treating housing like a stock market and start treating it like a home. If elected, I will fight to restore fairness, dignity, and opportunity to South Australia’s housing system — and to open the door again for a generation locked out.
